DESCRIPTION: State and local government agencies may present requests for opinions on questions of law to the Attorney General's Office. Formal opinions, while written by attorneys within the Attorney General's Office, undergo scrutiny at several levels within the office. Once approved by the Attorney General, these are published and released as the official opinion of the Office rather than simply legal advice. Opinions usually include the initiating request, an opinion, and an index memorandum. See appendix A for specific information regarding the 1998 Attorney General opinion policy.
ARRANGEMENT: Numerical by opinion number, numbers assigned chronologically.
RESEARCH NOTE: Opinion logs, which act as tables of contents to the opinions, usually are included at six month intervals (in January and July) from January 1945 to December 1969, and yearly (in January) from January 1973 to November 1976.
Some opinions are missing, but some were filmed out of order. If an opinion does not appear in numerical sequence and is not listed as being in paper copy in Box 2, the opinion may be found within two or three opinions of its proper place in the sequence.
RELATED RECORDS: OPINIONS (INFORMAL) series 20369 contains informal opinions for the year 1969 to the present. Informal opinions do not undergo the scrutiny process and are considered equivalent to legal advice and not the official opinions of the Office. Series 6052, OPINIONS INDEX CARDS, acts as an alphabetically arranged subject index to the opinions through 1964.

A subject and statute index to this series for the years from 1968 to 1982 was prepared by staff at Brigham Young University Law Library and is available in the Research Center library.
