<odd type="researchnote"><p><emph render="bold">RESEARCH NOTE:</emph> Each letter of the alphabet is divided into two sections; a chronological listing of miscellaneous opinions, and groupings of opinions which fall under a single subject heading or agency name.  For example, an opinion on an audit process might fall under the first section of the "A's" in chronological order, or might appear with other opinions related to "Audits" in the second section.  The cards with subject headings are arranged alphabetically.
