</did><bioghist><p>A separate <extref href="http://historyresearch.utah.gov/agencyhistories/343.html">agency history</extref> is available.</p></bioghist><scopecontent><p><emph render="bold">DESCRIPTION:  </emph>These minutes document all meetings of the State Advisory Committee on Public Welfare and Emergency Relief. Governor H. H. Blood appointed this committee to assist the Utah Emergency Relief Administration (UERA) in obtaining and disbursing federal emergency relief grants to Utah's county relief agencies between June 1933 and March 1935. This committee continued the functions of the Governor's Executive Committee on Emergency Relief for Utah only in accordance with the provisions required by President Franklin Roosevelt's newly created Federal Emergency Relief Administration (FERA).  The minutes record the committee's collaboration with county and municipal governments, and state and federal departments in the planning and administration of public works and unemployment relief programs, including the review of all relief applications and surveys; allocation of funds; determination of policy; review of administrative appointments; report of state relief receipts and expenditures; and review and approval of all work relief and public works programs. Members of the State Advisory Committee served jointly as federal administrators for the Civil Works Administration (CWA) in Utah between November 19, 1933 and March 31, 1934. Consequently, a large portion of the minutes are devoted to CWA activities. These minutes provide a first-hand account of the social and economic conditions in Utah during the Great Depression and state and local governments' response to those conditions.  </p></scopecontent><arrangement><p><emph render="bold">ARRANGEMENT: </emph>This series is arranged alphabetically by document type, thereunder reverse-chronological order by date of meetings. For example, the State Advisory Committee minutes begin June 5, 1933 with the last document in folder 5, box 2 and proceed in reverse chronological order through the first document in folder 6, box 1 dated May 6, 1935. This arrangement preserves the original filing order of the creating agency and, more importantly, corresponds with agency created indexes for these records. 

</p></arrangement><add><relatedmaterial><p><emph render="bold">RELATED RECORDS: </emph>GOVERNOR'S CENTRAL COMMITTEE ON EMERGENCY RELIEF FOR UTAH MINUTES AND MISCELLANEOUS RECORDS, 1932-1933, <extref href="http://historyresearch.utah.gov/inventories/24305.html">series 24305</extref>, contains the official meeting minutes for the Governor's Central Committee on Emergency Relief for Utah and its Executive Committee.</p><p>UTAH EMERGENCY RELIEF ADMINISTRATION REPORTS, 1934-1936, <extref href="http://historyresearch.utah.gov/inventories/17943.html">series 17943</extref>, contains various reports explaining the fiscal obligations and relief activities of the Utah Emergency Relief Administration (UERA), its several divisions, and programs.</p><p>RELIEF PROGRAMS, 1933-1940, <extref href="http://historyresearch.utah.gov/inventories/191.html">series 191</extref>, contains reports, correspondence, project descriptions, and various other records from Governor Blood's office pertaining to federal and state relief programs.  Further, STATE AGENCY CORRESPONDENCE, 1933-1940, <extref href="http://historyresearch.utah.gov/inventories/14207.html">series 14207</extref>, and  CORRESPONDENCE, 1933-1940, <extref href="http://historyresearch.utah.gov/inventories/186.html">series 186</extref>, both contain records documenting how different state agencies dealt with each other and the needs of Utah's citizens during the Depression.</p><p>See also related records for individual counties such as STATE RELIEF FILES, 1932-1934, series 81733, for Box Elder County. These files contain correspondence from county and state relief agencies (State Advisory Committee on Public Welfare and Emergency Relief and the Governor's Central Committee on Emergency Relief for Utah), budget reports, and lists of dependents. See also CIVIL WORKS ADMINISTRATION PROJECT FILES, 1933-1934, series 81736, which include applications for and diagrams of all CWA projects begun in Box Elder County.</p><p>STATE BOARD OF PUBLIC WELFARE MINUTES, 1935-1938, series 2562, this board continued the activities of the State Advisory Committee on Public Welfare and Emergency Relief under a different name.</p></relatedmaterial></add><add><otherfindaid><p><emph render="bold">FINDING AIDS: </emph>Four separate subject indexes exist for this series. The indexes correspond with the original grouping of the records into separate binders. Box 1, folders 1-6 contain the CWA minutes between November 1933 and April 1934 with a subject index beginning folder 1.  Box 1, folders 7-12 contain the State Advisory Committee minutes between December 1934 and May 1935 with a subject index and list of letters and telegrams beginning folder 7. Box 1, folders 13-17 contain the State Advisory Committee minutes for the period June-November 1934 with a subject index and list of telegrams and letters beginning folder 13.  Box 2, folders 1-4 contain the State Advisory Committee minutes between June 1933 and May 1934 with a subject index and list of "approvals" beginning folder 1. Subjects are arranged alphabetically and all number references refer to page numbers assigned to the records in their original bound volumes. </p></otherfindaid></add><admininfo><processinfo><p><emph render="bold">PROCESSING NOTE: </emph>The small size and low expected reference use of this series make microfilming unnecessary. The records will be retained in their original format. Michael A. Church processed this series in 2002. As received in State Archives, this series was originally part of Emergency Relief Plan minutes 1932-1938, which included the minutes and other documents of the State Department of Public Welfare and its predecessor agencies. I divided these records into separate series according to their original creator and function to make the evolution of Utah's state emergency relief program and its various interactions with federal and local relief agencies easier to comprehend. The records in this series were originally divided by document type or successive time periods and collected into five individual spring binders. I removed and foldered the records for better preservation while preserving their original arrangement. </p></processinfo><prefercite><p> <emph render="bold">PREFERRED CITATION: </emph>Cite the Utah State Archives and Records Service, the creating agency name, the series title, and the series number.</p></prefercite></admininfo>
