DESCRIPTION: The Utah Administrative Code is the complete compilation of state administrative rules. Administrative rules are laws affecting the legal rights and privileges of the public or other governmental entities, and have all the effects of a statute enacted by the Legislature. Rules are promulgated by agencies of the state's executive branch, are enacted as laws under regulatory authority granted by the Legislature or the state Constitution, and are subordinate to statutes. Each compilation includes only those rules in effect at the time of publication: new rules are added and obsolete rules omitted as necessary.

ARRANGEMENT: These records are arranged chronologically by date of issue, thereunder by rule number, with numbers assigned in groups by the agency promulgating the rule. For the years in which the code was published annually in multiple bound volumes, the volumes are assigned numbers.

RESEARCH NOTE: Prior to 1987, the code was kept in a binder format in which code sections and the table of contents could be updated and replaced as needed. Between 1987 and 1994, the code was published annually in bound volumes. In 1995 a switch was made back to the binder format, in which code sections, tables, and the index could be updated and replaced quarterly as needed. Beginning in 2000, the code was again annually published in a set of bound volumes with quarterly supplements to each volume issued as needed.

With the 1987 change to a bound format, rules took the numbering format used currently. This numbering system assigns rules with the letter "R" followed by a number of up to three digits; rule numbers are assigned in groups by agency.

RELATED RECORDS: Series 7192, ADMINISTRATIVE RULES FILES, contains documentation regarding the creation of each rule. Series 83311, UTAH STATE BULLETIN, is the bimonthly publication which announces newly proposed and effective rules.

FINDING AIDS: Most yearly publications of the code contain a subject index; these are issued yearly or quarterly as necessary.

GAPS: Holdings prior to 1987 are somewhat sporadic. While the Archives holds copies of the code as it existed in certain years prior to 1987, the coverage is not complete. Researchers may need to consult some of the related records in order to determine which rules might have been in effect during the period for which the Archives has no holdings for the code.
