CITY COUNCIL MINUTES, 1973-ongoing

DESCRIPTION: The Enoch city council is responsible for exercising the community's legislative and executive powers (see Utah Code, Unannotated, 1992, 10-3-101). Council minutes summarize the discussion of issues before the council and describe the activities of council members and actions taken by the council. Minutes identify the place and time of meeting and name those present. The council, which meets twice monthly, is responsible for all aspects of city management, such as appointing city officials and setting their salaries, levying taxes and managing city finances, maintaining public services and utilities, and regulating activity within the city. Enoch was originally incorporated (1966) to facilitate the establishment of a municipal water system in several very small communities. Maintaining municipal water has been a significant point of city council discussion. Community clean up, including trash pick up, and animal control have also been ongoing concerns of the council. Enoch, traditionally a rural area just north of Cedar City, sustained significant growth during the 1980s and 1990s because of subdivision development. The city council has accommodated this growth by expanding municipal services, by expanding roads and installing appropriate traffic signs, and by annexing subdivisions. The city council has established and maintained parks and hiking trails at Old Enoch Park and Old Spanish Trail, where the trail of Father Escalante passes through Enoch. In 1998 the city council adopted an official city logo.

RESEARCH NOTE: Each set of minutes also includes an agenda and a sign in sheet on which all attendees wrote their name and address. Sections of board of adjustment minutes interrupt the city council minutes at the end of 1988 and 1991.

RELATED RECORDS: The Enoch city council works very closely with the planning commission and board of adjustments. Minutes of these agencies are found in BOARD OF ADJUSTMENT MINUTES, series 23611; and PLANNING COMMISSION MINUTES, series 23610. Also, CODIFIED ORDINANCES, series 23604, contain the published ordinances enacted by the city council. GENERAL PLAN COMMITTEES MINUTES, series 23609, document some activities of committees organized by the city council to create a general plan for the community.

GAPS: This series contains no minutes from January 1966, when Enoch was incorporated, to March 1973.
