DESCRIPTION: These reports were initially the biennial reports of the Utah Legislative Council to the Legislature. Early years contain discussions of the duties and structure of the council, membership, and recommendations for legislative action. As the functions of the agency evolved and changed, the reports did as well. When standing interim committees were created by the Legislature to handle studies and recommend new or amended legislation and the Office provided support staff and other support activities for the interim committees, the reports became solely the mechanism by which the recommendations and study results from the interim committees were published and made available to members of the Legislature and the public and no longer included information about the other duties and activities of the Office. Currently these reports act as a synopsis of the activities of the legislative interim committees.

This series has been named a variety of titles over the period of publication. From 1948-1974 it was called Report and Recommendations of the Utah Legislative Council. The title changed to Interim Study Committee Reports in 1976 and retained that title until 1978. In 1980 the publication title became Interim Reference Bulletins and in 1996 General Session Preview. The current name was adopted in 2003.
The year in the title now refers to the year that the interim committees worked, leading up to the following year's General Session. For example, the 2003 Legislative Interim Report to the 55th Legislature (2003-04) recommends legislation for the 2004 General Session (January - March 2004).

CUSTODY HISTORY: Some of the hard copy volumes are not in archival custody. Those dating from prior to 1994 were borrowed from and returned to the Office of Legislative Research and General Counsel at the time of filming.
