Series 14104
EMERGENCY RELIEF ADMINISTRATION
[343]GOVERNOR'S EMERGENCY DROUGHT RELIEF COMMITTEE RECORDS, 1934-1937.3 microfilm reels
A separate agency history is available.
DESCRIPTION: These reels contain the Governor's Emergency Drought Relief Committee minutes, statistics, expenditures, lists of approved projects, and lists of rejected projects. The minutes list the projects discussed during the meetings and the location, type, estimated cost, and approval status of each project. The statistics list the percentage of net encumbrances classified according to sources of funds and the type of work projects. The weekly time book is a ledger with amounts given to those working on the projects. Projects data describe the project and give the location, application date, requested funds, granted funds, action date, completion date, and costs. Also included are lists of approved and rejected projects, summary of projects, and recapitulations of rejected and approved projects.
ARRANGEMENT: This series is arranged by document type, thereunder chronologically.
RELATED RECORDS: DROUGHT RELIEF PROGRAM PROJECT FILES, 1934-1949, series 19542, contain the original applications and other documents for many of the drought relief projects, approved and rejected.
GOVERNOR'S EMERGENCY DROUGHT RELIEF COMMITTEE CORRESPONDENCE, 1934-1936, series 24307, contains the State Engineer's correspondence relating to his duties as a member of the Drought Relief Committee.
UTAH EMERGENCY RELIEF ADMINISTRATION REPORTS, 1934-1936, series 17943, contain several reports that provide detailed administrative histories of the Drought Relief Program. One entitled "Report of the Utah Drought Relief Administration" gives a detailed analysis of the projects by county, with maps and photos.
STATE ADVISORY COMMITTEE ON PUBLIC WELFARE AND EMERGENCY RELIEF MINUTES, 1933-1935, series 2696, contain occasional administrative mention of the Drought Relief Program beginning in late 1934.
RELIEF PROGRAMS, 1933-1940, series 191, contain reports, correspondence, project descriptions, and various other records from Governor Blood's office pertaining to federal and state relief programs. Further, STATE AGENCY CORRESPONDENCE, 1933-1940, series 14207, and CORRESPONDENCE, 1933-1940, series 186, both contain records documenting how different state agencies dealt with each other and the needs of Utah's citizens during the Depression.
WATER RESOURCES REPORTS, 1912-1941, series 1180, contain a few related reports and maps of Emergency Relief Administration water projects, including drought relief projects collected by the State Planning Board.
FINDING AIDS: An index to projects discussed in the committee meetings precedes the committee minutes. Projects are indexed by project number with reference to page numbers of the minutes. This index covers only the minutes between May 15, 1934 and June 13, 1934. A new set of minutes with new page numbers begins on July 5, 1934 and continues through February 14, 1935. There is no known index for this latter set of minutes, though the order in which projects are discussed roughly corresponds with their project number arrangement.
For a comprehensive review of all projects see DROUGHT RELIEF PROGRAM PROJECT FILES, 1934-1949, series 19542, which contain an agency created contents list arranged by project number, and includes project name, location, county, type, amount requested and amount approved, and date reviewed. Researchers wanting to review projects by location should see "Report of the Utah Drought Relief Administration" in series 17943.
PROCESSING NOTE: This series was initially identified as part of the State Land Board and processed by M. Call in November 1998. In July 2002, Michael A. Church identified the Governor's Emergency Drought Relief Committee as a subcommittee of the State Advisory Committee on Public Welfare and Emergency Relief and reprocessed this series as part of the Utah Emergency Relief Administration.
