DESCRIPTION: This series contains the letters of transmittal from the Legislature's chief clerk to Governor Bamberger and from Governor Bamberger to his Secretary of State. Letters officially inform the Governor that the Senate President and Speaker of the House have signed bill xxx and that it was now ready for his signature or veto. Letters of transmittal to the Secretary of State keep a record of what Governor Bamberger passed, what was vetoed and why. A messenger book is also contained in this series. This book was created by Joseph E. Shields, messenger to the Governor. The Legislature authorized the Governor to appoint any suitable person to the position (1917, Senate Concurrent Resolution 1) in order to expedite the business of the Legislature. The book notes legislative bill number and title with Shield's signature showing receipt and usually a note giving the date the bill was given to the Governor.

ARRANGEMENT: This series is arranged alphabetically by document type: Messenger book or Transmittal letter. Transmittal letters are further arranged alphabetically, usually by the last name of the Senator or Representative proposing the legislation, but occasionally by name of group involved. S is the last letter on the transmittal letters; there are no T-Z files.

These records contain bills signed into law by the Governor, passed without his signature, or vetoed after the adjournment of the Legislature. UTAH. LEGISLATURE. SENATE JOURNALS, 1892-, series 409 and series 456, UTAH LEGISLATURE. HOUSE JOURNALS, show the progress of a bill through the Legislature, including transmittal to the Governor.

PROCESSING NOTE: This series is scheduled in accordance with the Utah State Agency General Retention Scheduled (1997, sched. 1, item 9). The series was microfilmed because of its intrinsic value and to protect the original papers. (This series is a portion of Governor Simon Bamberger's records, the first democratic and non-Mormon Governor of Utah). Governor's records tend to be used frequently. This series was processed by Wendy Checketts in 1999. The letters of transmittal were removed from the Administrative records and put into its own series because of its completeness of content and its relationship with the Messenger book. The series was microfilmed and the inventory updated in 2002.
